Dear Brother,
Extending heartiest congratulations for your 2013 electoral success
and, consequently, a third time election as Prime Minister of the country, I
wish you to recall our previous
interaction on the following occasions:
(1)
The Tanzeem-e-Watan scheme sent
to you in March, 1997;
(2)
The discussion held at Jeddah in May, 2005 along with Mr Ahsan
Iqbal;
(3)
The meeting held at London in
March, 2007; and
(4)
The meeting held at Raiwind,
Lahore in January, 2008 with Ex C.J. Mr.Siddiqui and Mr.Ahsan Iqbal.
In this context, I would like to reiterate that the ground of history
is being prepared for new leadership which gives you an opportunity to
establish the true values of right and wrong by seeking guidance from the time
theme’s mystery with regard to human history which dictates an adjustment of
our vision in accordance with the logic of events unfolding in the early
decades of the 21st century.
It is clear that we need, before it is too late, to restore the
societal balance upset by evil forces.
Since, however, we cannot change ideology or civilization; we ought to
harmonize diverse cultures. Needless to
state, teaching the rules of refined social ethics is as necessary today as it
was centuries ago. Therefore, we must reorganize the existing structure of GOVERNANCE
to attain Public Authority with citizen partnership so that it is compatible
with I.T. Culture. Accordingly, we need
to set such public popular codes for sovereignty as are based on economic and
geo-social unity of the stakeholder, the consumer and the beneficiary. It may,
at this stage, be noted that since Evolution accords with the design and
order of the universe, but Revolution is an evil act, the Evolution of
new codes is likely to generate a workable constitution and social contract for
a welfare state.
It is, accordingly, proposed that a reorganization of Society be taken
up by applying new codes which are compatible with Supra system, Systems and
Sub systems (attached on page 1 to 4).
It may, however, be kept in mind that such application of new codes is
possible in only a CORPORATE CULTURE which entails public ranking, for
discipline, of all measures/scales and establishes such ideal welfare systems
of education, employment, housing, health and pension as are compatible with
all existing cultures and religions.
This kind of system should be put into practical shape as being
self-financed, public-controlled and burden-less for the government. Such kind
of corporate culture will certainly attract the general masses and definitely
win their support for co-existence, resulting in the world being attracted to a
Uni-system. This is so because economic unity is the only type of unity which
is successful and sustainable and binds the masses and nations in relationships
of mutual Harmony.
My suggestions on specific problems currently faced by us are as
follows:
ENERGY
ü 20% saving through elimination of theft and
losses by re-organizing distribution in the
light of input by stakeholders and consumers.
ü Re visiting IPP contracts extended by previous govt.
ü Development of hydro electric projects, including KALA BAGH Dam, by
sorting out Society issues through citizen partnership.
ü Using natural water flow to construct private/small power houses with
consumer partnership. (Equipment R & D must be through local industry under
the NEO classical economic law).
ü Purchase of excess production of self-generating power producers.
ü 30% saving of Gas by replacement, in the winter season, of
conventional heaters with energy-saving heating systems. (Replacement must be step by step on the
economic law of consumption based production).
FDRONE ATTACKS:
¶ While the 21st century is witnessing the disintegration of
nations, cultures and civilizations, our response to these developments has
been merely defensive, leading to unforeseen, but unending, interference of the West.
Since, in the
world of today, no country, whether an acknowledged super power, a thickly
populated nation or a state endowed with abundant natural resources, can, on
its own, aspire to address all regional and international issues, the
desirability of an alliance, union or block of countries cannot be over
emphasized.
A regional perspective for the
defense and security of a country being, thus, the only viable option today,
the people of the region comprising Turkey, Iran, Pakistan, China and Russia
[where each member shares a common land or sea border with, but does not have
any territorial claim against, another member] may like to organize the BOND
(Bases of Neighborly Defense) attached page 5 & 6.
FRELIGION:
·
Compulsion
is incompatible with religion because religion depends upon faith and will,
which would be meaningless if induced by force. Therefore, we need to introduce
a faith code inbuilt with a system for utilizing the ‘MASJID’ as a citizen centre
for citizen’s partnership and input at all levels.
ECONOMICS:
1) Introduction of new codes
with inbuilt mechanism to transform feudalism into corporate farming which will
generate an opportunity to synchronize, on the one hand, demand with production
and, on the other, production with consumption.
2) Introduction of reforms
for EVOLUTIONARY ECONOMICS based on institutional economics/ neoclassical
economics which should be controlled by the public authority and supported by
citizen input for meeting the challenges of multiregional evolution.
3)Documentization, through the application, into the required
Sub-system, of favorite code of SOCIETY, of the economy for introducing ill gotten and undeclared wealth into the tax net
for the society’s nation-wide
ranking for provision to everyone of Education, Job, Pension, Health and Housing.
4)TAX collection through citizen input and guarantee, to the tax payer,
of respect and honor.
5) Since lower interest rate of a central
bank indicates financial strength of an economy (the strongest economies of
Muslim states have the lowest interest rates), ALLAH Subhanahu
recommends zero interest rate. As the Law of Algorithm
dictates that the monotheistic economic model should originate in Plus One
(+1), we need to activate our system accordingly. For system activation graph
on page 7 to 9.
JUSTICE:
·
We need to develop and introduce a preventive,
instead of a punitive jury code, so that the colonial judicial system
inherited by us can be discarded and replaced by a preventive system of
justice.
·
Each
code should be in consonance with our ideology, religious reservations, desired
cultural impacts, country resources and economic opportunities. Each code must
also be compatible with the needs of present and future conditions.
It may be stated that the state will, in the
proposed set-up, play only a supervisory role (organo chart attached page 10 to
12), regulating and promoting different aspects of life through public
institutions. All forms of discretionary authority will be abolished and the
spontaneity of individuals will, through planning, foresight and co-operation,
be channeled into appropriate institutions. Public institutions will be run
with citizen input channelized at all levels. The State will support
initiatives, triggered by different social forces, directed to those in most
need. The Government will consist of four ministries to be established through
the introduction of public controlled institutions intended for the Social welfare of the society and citizens.
I
have a clear vision about future and it is imperative that we decode our system
and introduce
required sub-systems in the culture (on page 13) to transform:
ü Masjid into
Citizen Centre
ü Terrorists into Defenders
ü Extremism
into Positive
Corporate Culture
ü Division
into National Unity
ü Feudalism
into Corporate Farming
ü Politicians
into Volunteers
ü Security into Welfare
All proposals are time
bound and need to be adopted at an appropriate time frame.

deep concern for unity and better Pakistan urged me to do something for its
betterment. So at times, I keep on sending administrative and Economic

Our present
system was formulated by British government to achieve their goals through
viceroy, Feudal Lords and district management group. Since 66 years we are
struggling to move forward with this system. So every government introduced
reforms but the next government receded the whole process. Because our system
is not compatible for reforms of modern world.
My vision is
clear for centuries ahead. That now time demands to decode our system and each
code should be harmonious with the ideology, religion reservations, cultural
impacts, country resources and economic opportunities.
I draw your attention towards the necessity of TODAY’S PAKISTAN. Today neither any
institution nor any political party can alone address the national, regional
and international issues. From my point of view a very short time is left to be united to face regional and
international challenges to Pakistan. Mr. Bhutto, Mr. Zia, and Mr. Pervaiz
Musharaf brought Pakistan on FOREFRONT without realizing
that a divided nation cannot lead the WORLD and WORLD only accepts the NATION
who stands united behind the leader.
I am
enclosing a proposal of 17-pages addressed to PM for your personal study. It is
